INSTITUTIONALISING TRANSPORT LAW EDUCATION IN THE AGE OF ARTIFICIAL INTELLIGENCE: A CONCEPT FOR TRAINING A NEW GENERATION OF LEGAL PROFESSIONALS
Main Article Content
Abstract
This paper examines the conceptual foundations for institutionalising transport law education under conditions of globalisation and the rapid development of artificial intelligence (AI) and intelligent transport systems (ITS). Its purpose is to substantiate a model for training a new generation of multidisciplinary legal professionals equipped with competences in digital logistics, Legal Tech, e-commerce and smart contracts, in place of the traditional monocentric approach confined to a single national jurisdiction. Using comparative-legal, historical-legal and systemic methods, the paper reviews the legislation of Uzbekistan, the national doctrine on transport law as an independent branch of law and foreign scholarship, and assesses the extent to which current curricula meet contemporary technological requirements. The analysis shows that although a normative and organisational basis for transport law education has been created in Uzbekistan, the content of curricula lags behind the requirements of AI, ITS and Legal Tech, while the dispersal of transport legislation across several codes and sectoral statutes hinders the teaching of transport law as a coherent system. The paper proposes introducing the courses “Artificial Intelligence and Law”, “Cybersecurity Law in Transport Systems” and “Electronic Public-Private Partnership Contracts” into university curricula, establishing a module on the history and theory of transport law and the comparative-legal method as distinct learning outcomes, treating Legal Tech tools as a core professional skill rather than an auxiliary one, and integrating virtual reality and simulation technologies into teaching. The transition of transport jurisprudence to a proactive, problem-oriented educational model is substantiated as a strategic factor in protecting the legal and financial interests of the state in the global transit and logistics space, reducing the human factor and preventing corruption risks.
