ICHKI ISHLAR ORGANLARIDA YOSH XODIMLARNI KASBIY MOSLASHTIRISH VA ULARNING QO‘NIMLILIGINI TA'MINLASH: MUAMMO VA YECHIMLAR

Abstract
Mazkur ilmiy maqolada ichki ishlar organlari (IIO) tizimiga yangi qabul qilingan yosh xodimlarni kasbiy moslashtirish (adaptatsiya) va xizmatda qo‘nimliligini ta'minlash borasidagi dolzarb muammolar kompleks tahlil qilingan. Nazariya va amaliyot o‘rtasidagi tafovut, dastlabki yillarda kuzatiladigan kasbiy va emotsional yonish (burnout) hamda murabbiylik (ustoz-shogird) institutining rasmiyatchilikka aylanib qolish holatlari ochib berilgan. Muammolarni bartaraf etishda o‘quv jarayoniga innovatsion simulyatsiyalarni joriy etish, moddiy-psixologik rag‘batlantirish tizimini kuchaytirish ahamiyati yoritilgan. AQSh, Germaniya va Yaponiya politsiya tizimidagi yosh ofitserlarni xizmatga tayyorlash (FTO dasturlari) va ushlab qolish bo‘yicha ilg‘or xorij tajribasi qiyosiy o‘rganilib, O‘zbekiston milliy qonunchiligi va idoraviy amaliyotini takomillashtirish yuzasidan aniq takliflar ishlab chiqilgan.
В данной научной статье проводится комплексный анализ актуальных проблем профессиональной адаптации и обеспечения закрепляемости молодых сотрудников, недавно принятых в систему органов внутренних дел (ОВД). Раскрыты такие проблемы, как разрыв между теорией и практикой, профессиональное и эмоциональное выгорание (burnout) в первые годы службы, а также формальный подход к институту наставничества. Освещено значение внедрения инновационных симуляций в учебный процесс и усиления системы материально-психологического стимулирования для устранения этих проблем. Изучен передовой зарубежный опыт систем полиции США, Германии и Японии по подготовке (программы FTO) и удержанию молодых офицеров, разработаны конкретные предложения по совершенствованию национального законодательства и ведомственной практики Узбекистана.
This scientific article provides a comprehensive analysis of the current problems of professional adaptation and ensuring the retention of young officers recently recruited into the internal affairs bodies (IAB) system. Problems such as the gap between theory and practice, professional and emotional burnout in the early years of service, and the formal approach to the mentoring institution are revealed. The importance of introducing innovative simulations into the training process and strengthening the system of material and psychological incentives to address these problems is highlighted. The advanced foreign experience of the police systems of the USA, Germany, and Japan in training (FTO programs) and retaining young officers was comparatively studied, and specific proposals were developed for improving the national legislation and departmental practice of Uzbekistan.
